Witnesses observed a man park his car by St Lukes Place and start to watch kids and touch himself. Witnesses confirmed to police that the same above listed subject has been seen parked on the block in the past. First Precinct Officers responded to scene and placed the subject under arrest.
The subject was charged with 4 counts of Stalking 4th Degree and Endangering the Welfare of a Child.
